Corpora: ELT speech corpus

Can anyone point out a spoken corpus (ie audio recordings, not just
transcriptions) of English, spoken by non-native learners (pref
German and/or Italian adult intermediate-advanced learners)?

Also, has anyone out there used dictaphone/Sony minidisc walkman
plus Dragon NaturallySpeaking to record and transcribe such a spoken
corpus? I'd welcome advice on what equipment to buy.
