There is more than one corpus called Hansard.

    1. Ulrich Germann has an aligned English/French corpus available for free at
    http://www.isi.edu/natural-language/download/hansard/

    2. The LDC has a parallel English/French corpus
    LDC Catalog No.: LDC95T20
This is free to LDC members but costs $5000 US for nonmembers.
    See http://www.ldc.upenn.edu/Catalog/CatalogEntry.jsp?catalogId=LDC95T20

    I hope that this helps,
    George Wilson
