As I recall, yes it is. Reuters is going thru a few changes at the moment
(documented on the ReutersCorpora mailing list, which is linked from the URL I
gave) so you may need to bear with them a little while.

When I was last at Reuters (in June this year) we had around 250 registered
users, so yes, it is a sizable (and growing) community. But as I said, the
changes have meant that the service may not be instantaneous right now. FWIW you
may be also interested in Volume 2 - the multilingual version - which should
come out in due course (further announcements on this will be made via the
ReutersCorpora mailing list in the first instance).
