Hi Judie,

The frequency list I use is the one prepared by Adam Kilgarriff from the BNC and made available via ftp from:

ftp.itri.bton.ac.uk/pub/bnc

Amongst the files in this directory you'll find the file lemma.doc which describes the lemmatised word frequency lists lemma.al(.gz) and lemma.num(.gz). I don't know if this meets all your criteria, but it may get you going.
