This is the Second Circular for ISFC99. It contains further details about
the Institute and Congress, and also information about accommodation in
Singapore and the Congress dinner. Most importantly, this Second Circular
includes the new deadline for submission of abstracts - 15 March 1999 - and
the Registration Form.

THE ABSTRACTS - OFFERS OF PAPERS AND WORKSHOPS

The Congress theme is LINGUISTICS AND EDUCATION ON ENTERING THE 21ST
CENTURY. We welcome contributions from any of the growing number of
theoretical and practical fields of SFL including extensions to other
semiotic systems, and applications of SFL to education. While we expect the
majority of papers and workshops to be located within a SFL framework, we
welcome other contributions including those that offer an alternative
perspective.

The deadline for submission of abstracts has been extended to 15 March 1999
and we will respond to you by 31 March. For efficiency, we will use email
where possible.

REMINDER TO THOSE GIVING PAPERS

Papers should be designed to fit into a 40-minute slot, with 20 to 30
minutes of presentation and 20 to 10 minutes for questions and discussion.

THE PROGRAMME - THE CONGRESS (Monday 26 July - Friday 30 July)

This 26th Congress will bring together a range of academics and teachers
from the leading theorists and practitioners of systemic functional
linguistics to those interested in learning more about this theory of
language and its ever growing fields of application.

The Congress will run from 9.00 am to 5.00 pm and, with the exception of
Thursday night for the Congress dinner, the evenings will be left free.
RELC is situated at 30 Orange Grove Road which is in the centre of
Singapore near Orchard Road. There are plenty of bars, hotels, restaurants
and shopping centres close at hand.

Lunch is 12.30 pm-2.00 pm. Tea, coffee, biscuits and cold drinks will be

BOOK DISPLAY

There will be a book display throughout the Institute and Congress. It will
have a wide range of books that should be of interest to systemic
functional linguists. If you wish to bring books for display, please
discuss it first with us via the ISFC99 Office.

TRAVEL TO AND FROM RELC

The simplest method of travelling from Changi Airport to RELC is to catch a
taxi. The cost one way to RELC will be less than SGD 20. Alternatively
there is a counter in the arrival hall at Changi Airport with information
about the minibus service to hotels in Orchard Road.

ACCOMMODATION IN SINGAPORE

The Institute and the Congress will be held in the conference rooms in the
RELC International Hotel. This hotel has offered a subsidised rate for
conference participants. The rate is SGD 88 per room per night including
breakfast, and each room contains two single beds. The arrangements and
payment for accommodation are to be completed on an individual basis through
contact with RELC. Please mention that you are an ISFC99 conference
participant to obtain the special room rate. Information and forms for hotel
reservations at RELC International Hotel, together with links to other sites

THE CONGRESS DINNER

The Congress Dinner on Thursday 29 July will be held at the Yacht Club in
Changi. The cost of $50 includes bus transport to the venue. Payment may
be made with registration.
