The European Language Resources Association distribute a spoken corpus of english by non-native speakers. The recordings were made at the Eurospeech Conference in Berlin and consist of the talks given by the speakers in English. The corpus is called TED (for Transnational English Database). Eurospeech conference concerns speech technologies.
