not merely controversial, but false:

You claim **must necessarily be** , eg that it's a necessary truth.

'best theory of syntax' is time-relative, eg, at any point in history
there is a best theory of syntax.

100 years ago NO theory of syntax was implemented, therefore the best
theory of syntax wasn't implemented.
