demonstrations, parallel sessions and workshops; PC-labs, the one-computer
classroom, multimedia, courseware, software, authorware; learning theory,
educational principles, psychology of instruction, educational policy;
e-mail, WWW, video-conferencing, school projects, text processing, idea
management

ICT (Information and Communications Technology) expands the boundaries of
learning: from the small classroom to a global scale, passing limits of
space and time. Learning becomes asynchronous: e-mail, the WWW,
video-conferencing,... allow international contacts. Learning becomes more
autonomous, student-oriented with the teacher as a facilitator. From being
teacher-centred the process becomes learner-centred. Language learning plays
the central role in this change.

CONFERENCE THEME

FROM CLASSROOM TEACHING TO WORLD-WIDE LEARNING:

FROM THE CLASSROOM TO THE WORLD
* integration of ICT (Information and Communciations Technology)
in the language curriculum with emphasis on their potential
for stimulating international contacts and enhancing the
quality, diffusion and cost-effectiveness of language content
either in a classroom, self-access or distance-learning environment

* assessment and evaluation of software tools and resources (with a
special attention on telematics and multimedia)

FROM THE TEACHER TO THE LEARNER:
* new language learning strategies (autonomous learning, data-driven
learning, learner-centred learning) and their influence on
courseware design
* ICT-developments (www, e-mail, computer conferencing, and their
implications for new language learning strategies)

VENUE

EUROCALL 98 will be held in the buildings of the Faculty of Arts: the
'Erasmushuis' (Conference secretariat, coffee breaks, poster session) and
the 'Mgr. Sencie-Instituut' (key-notes, papers, demo-fair), just behind the
university's neo-gothic Central Library (with the beautiful music of its
carillon). The square in front of the Library has an underground car park
(albeit expensive). The staff car park can only be used for loading and
unloading demonstration and exhibition equipment. If you come by car, it may
be best to leave it in the hotel car park.

LEUVEN

Leuven is the (Dutch) name for the Flemish university town that will host
EUROCALL 98 - though many foreign maps call it by its French name 'Louvain'.
It is situated in the centre of Belgium, 25 km east of Brussels, 15 km east
of Brussels airport. Leuven is the capital of the province of Flemish
Brabant. Its university was founded in 1425 and hosts some 27 000 students.
If you come by train, look out for directions to "Leuven" rather than to
"Louvain" or make sure you are not going to "Louvain-la-Neuve", which is the
new French-speaking university, some 30 km from Leuven, near the town of Wavre.

PARTICIPANTS

The Conference addresses educational issues of interest to:
* teachers, language trainers and lecturers at secondary and tertiary level
* decision makers of educational policy
* hardware/network support staff in educational institutions
* developers of modern language learning software and multimedia applications
* researchers of CALL/TELL and ICT in educational contexts

CONFERENCE LANGUAGES

Though most of the contributions will probably be in English, papers and
presentations in French, German, Dutch, Spanish,... are welcome.

CONFERENCE ACTIVITIES

There will be pre-conference workshops, keynote lectures by invited
speakers, parallel papers, show & tell sessions and poster sessions

will be able to follow the developments of the preparations, the conference
programme, the abstracts of papers and workshops on offer and through its
links learn a lot more about the organising partners and the venue for the
conference.

PRE-CONFERENCE

The preliminary programme lists the planned pre-conference workshops. They
will offer a thorough introduction for participants not very familiar with
these products but interested in a full hands-on try-out before they decide
to really start working with them.
Please indicate your interest. Each pre-conference workshop needs at least
12 participants, and is limited to 20. Details of the workshops on offer
will soon be available on the Conference website or can be sent to you on
request.

PARALLEL PAPER SESSIONS

The papers, not longer than 30 minutes, will concentrate on results and
discussion of research in the field of language teaching methodology and
information and communication technology.
All papers will be followed by a 15 minute discussion.

SHOW-AND-TELL-SESSIONS

Participants who have developed an original piece of software are invited to
give a 5-10 minute talk followed by a 30 minute demonstration.

POSTER SESSIONS

Participants present work in progress in the format of a poster. Selected
posters will be on display for the duration of the conference and time slots
will be scheduled for informal discussions.

DEMO-FAIR

language learning software and language related multimedia applications (no
books).
Individual software producers, services and institutions, companies and
distributors interested in hiring a stand at this demo-fair, are warmly
invited to contact us for information about facilities and conditions.
Companies interested in promotional sponsoring are kindly invited to contact
us, as well.

CONFERENCE PROCEEDINGS

Selected papers from the conference will be published as a special extended
issue of ReCALL in 1999. Presenters who want to submit their papers for the
Proceedings will be given guidelines and style sheets. The manuscript should
be handed in to the conference office or sent to the conference secretariat
no later than 31 October 1998. All papers submitted will be refereed by the
editorial board and presenters will be informed of the result by 31 December
1998.

SOCIAL PROGRAMME

On Wednesday evening there will be a welcoming party. For Thursday evening a
reception and a "Belgian beer and cheese" evening is being planned. The
Friday afternoon in Brussels is part of the conference programme but will
include a short visit to the Grote Markt area and possibly to the European
Parliament. The buses will bring us back to Leuven. All these events are
included in the conference fee.
Pre- and post-conference tours will be offered for participants and
accompanying persons interested by AGRI TRAVEL. Information for town and
forest walks in the Leuven and Brussels area will be available from the help
desk at the conference office.

CALL FOR PROPOSALS:
Guidelines for the submission of proposals

Proposals will be examined and selected by the EUROCALL academic panel.
Please indicate clearly the appropriate session for your proposal
('parallell paper', 'show & tell', 'poster') on the proposal form.

Please send the speaker proposal form with your abstract to the conference
secretariat. Abstracts should not be longer than 300 words in the following
format: Title; Abstract; Name; Institution; Address; Phone number; Fax
number; Email address. Abstracts should be submitted on diskette (saved as
WORD 6 for Windows or ASCII) with 1.5 line spacing, and Times New Roman 11pt
Font. Please enclose three additional hard copies.

The deadline for the submission of abstracts is 1 February 1998.
Participants will be informed of the panel's decision by 31 March 1998.

You have the possibility to enter your abstract via the Speaker Proposal
Form on the Conference website. However, every entered proposal should be
confirmed by three additional hard copies sent to the conference secretariat.

ACCOMPANYING PERSONS

The fee for the accompanying persons not attending the academic conference
activities but wishing to join the social activities (welcoming party,
reception, bus to Brussels) is 2500 BEF. That will also include a tourist
information package. They can also register for the conference dinner. ALMA
Lunch tickets are included.

CONFERENCE DINNER

The conference dinner on Friday evening will be served in the Faculty Club,
in the former hospital of the Groot Begijnhof (Grand Beguinage), in the
middle of picturesque 16th century houses and a 13th century church. Please,
be reminded that this dinner (1800 BEF) is not included in the conference
fee nor in the accompanying persons fee and places are limited to 350 (in
order of payment received).

ACCOMMODATION

There will be a choice of student rooms in college hostels and accommodation
in local hotels, in a variety of price classes. All requests for
accommodation and reservation of hotel and student hostel rooms will be
handled by AGRI TRAVEL.
Please ASK FOR the separate accommodation form and send it to AGRI TRAVEL
directly. Do keep a copy of the form for your own documentation. There will
be an AGRI help desk at the conference office.

HELP DESK

To help participants and accompanying persons in matters of accommodation
and travel, including tourism, during their stay, AGRI-Travel will have a
help desk at the conference office during the afternoons of Tuesday and
Wednesday and during fixed hours on the other days.

PASSPORT AND VISA

Entry visas are not required for citizens of the European Union. However, we
would advise you to bring your passports or identity cards with you. If you
have any queries, please check regulations with your travel agent or with
the Belgian Embassy in your country.

LETTERS OF INVITATION

The organisers will be pleased to send letters of invitation to any
participant upon request. It should be understood, however, that such an
invitation is only meant to help participants to raise travel funds or
obtain a visa and is not a commitment on the part of the organisers to
provide any financial support.

TRAVEL

By plane: from Brussels National Airport a special train in the airport
terminal will take you to "Brussel-Noord/Bruxelles-Nord" (every 20 minutes)
where you can change trains to Leuven (every half hour).
By train: arriving from the direction of
* Amsterdam: change at Mechelen: there's a fast train to Leuven every hour
(at 41 minutes past the hour) and slow trains in between.
* Paris or Lille: change at "Brussel-Zuid/Bruxelles-Midi": every half hour
trains leave for "Brussel-Noord/Bruxelles-Nord" and on to Leuven.
* Koeln (Cologne): most trains to Brussels call at Leuven. If not, or if you
board the Cologne-Paris express, change at "Liege-Guillemins" (Luettich,
Luik): every half hour a fast train leaves for Leuven.
By car: via the E 40 (from either Liege or Brussels) or the A2-E314 (from
Aachen). Please mind: there is no free car park in the town centre, but
there is a large paying underground car park 100 m. from the conference
buildings. Several hotels have a car park.

SHUTTLE SERVICE

AGRI TRAVEL will provide a regular shuttle service from Brussels airport to
the Leuven hotels for those who prefer a quicker-than-train but
cheaper-than-taxi transport (only on Tuesday and Wednesday when many
participants arrive around the same time). Trains from the airport cost 160
BEF (single fare). Taxi will be around 2000 BEF. AGRI shuttle: 800 BEF per
ride. Taxi from the Leuven railway station to the city centre and beyond,
but within the city circle, are between 200 and 300 BEF.

BANK SERVICE; CREDIT CARDS; TELEPHONE CARDS

Several banks are in the immediate vicinity of the conference venue.
Eurocheques and major credit cards are accepted in hotels, restaurants and
most shops. Leuven is also an experimental area for Proton, a type of
electronic purse for small amounts of money. Belgacom is introducing a new
type of telephone card. Telephone cards can be purchased at newspaper shops.
Coin operated telephones have become rare.

MEALS; DIETARY NEEDS

Pubs, sandwich bars and restaurants are in large numbers and variety within
walking distance, around the historic centre of Leuven city. One of the
university's student restaurants ALMA is just across the street. ALMA
tickets (three course meal and drink) are included in the conference fee.
Soft drinks and coffee vending machines are available in the conference
buildings. There's a small cafeteria in the Erasmushuis. Coffee/tea in the
breaks is included in the fee as well.
ALMA restaurants have vegetarian dishes as regular alternatives. Still, feel
free to add a note with your dietary needs to your registration form.

WEATHER AND CLOTHING

Weather in Belgium is known to be unreliable. Prepare for both an Indian
summer and colder rainy days. No formal dressing is required for the
conference, the reception or the conference dinner.

REGISTRATION FEE

Check the registration form for the different fees. The conference
registration fee includes: conference fee, conference package, welcoming
party (Wednesday), reception, 3 lunches, coffee and refreshments, bus (and
visits) to Brussels, and Proceedings. The EUROCALL Conference is organised
for EUROCALL members, but non-members are definitely welcome. The extra fee
for non-members includes an individual membership for 1999, and through this
the Proceedings of this conference.

CANCELLATIONS AND REFUNDS

Cancellation of conference participation must be sent to the conference
secretariat. For cancellations before July 1998 there will be a 90% refund;
after 1 July 1998 no refund is possible.

EUROCALL is the European Association for Computer Assisted Language
Learning, an association of language teaching professionals from Europe and
world-wide, which aims to
- promote the use of foreign languages within Europe
- provide a European focus for all aspects of the use of technology for
language learning
- enhance the quality, dissemination and efficiency of CALL materials
- supports Special Interest Groups (SIGs)
EUROCALL provides information and advice on all aspects of the use of
technology for language learning, for those involved in
- education and training
- disseminates information via the ReCALL Journal and other publications
- organises special interest meetings and annual conferences
- works towards the exploitation of electronic communications systems

WvT (in Dutch "Werkverband voor Taal- en Literatuuronderwijs", Association
for the Teaching of Languages and Literature) groups all in-service training
activities for teachers, trainers and teacher trainers of Modern Languages
(L1, L2 and FL) at secondary and tertiary level, to students and adults, in
schools and in-company, organised by the Katholieke Universiteit te Leuven,
in Flanders (Belgium). The language teachers' journal WvT is directly
available on the Internet. One of the standing workgroups is COTO
("Computer-ondersteund Taalonderwijs", Dutch for CALL). COTO has been
organising a number of seminars and workshops on software and multimedia, in
collaboration with EUROCALL. Its members are active in a wide variety of
educational institutes in Belgium.

LINOV (in Dutch "Leuvens Instituut voor Nieuwe Onderwijsvormen", Leuven
Institute for Innovative Learning) was recently established at the K.U.
Leuven as a centre for study and expertise, whose chosen objective is to
efficiently meet the changing needs in education and the dissemination of
knowledge. LINOV therefore makes optimum use of the new opportunities
embodied in telematics and multimedia; it has developed responsible,
integrated pedagogical applications and is effectively using networking,
both on a local and international scale. The UPV-service (in Dutch
"Universitaire Permanente Vorming", University Continuing Education) is one
of the five departments of LINOV. It concentrates on the continuing
education in different professional fields, such as Education. It promotes
the initiatives at the K.U.Leuven and offers ICT and secretarial support to
the organisers.

VGC - BITS2 (in Dutch "Brusselse Impuls voor Technologie en Software op
School", Brussels Impulse for Technology and Software at School) is a
service of the VGC (in Dutch "Vlaamse Gemeenschapscommissie" (Flemish
Community Commission) of the Region of Brussels - Capital).
BITS2 supports the introduction of software for language learning in the
Dutch-speaking primary and secondary schools in Brussels. BOP (in Dutch
"Brussels OnderwijsPunt", Brussels Education Point), is the BITS2' Internet
site and a home base for Dutch speaking teachers, schoolmasters and their
pupils, where all Dutch speaking teachers in Brussels can consult
information, download texts, Dutch e-zines and Dutch, French and English
courseware. BITS2 also functions as the Internet provider for all Dutch
speaking schools in Brussels.
