let's moderate this list

Due to the sudden increase in spam afflicting this list, I would like to
propose that it be moderated. I am writing this to start a discussion;
if there is a consensus in favor of moderation, I would be willing to be
the moderator (though I haven't been one before and there may be more
skilled people who would be willing).
