Rens, it sounds like we're converging here. I agree that your
framework reflects a "competence model" in the technical sense, albeit
one that is clearly different in spirit from the usual notion of
trying to capture linguistics universals in a "perspicuous" (compact,
nonredundant) way.

As for your last point, I certainly agree here that the performance
mechanisms needn't make explicit reference to the underlying
principles. Concerning whether making use of particular
representational assumptions (e.g. assuming constituency analyses of
some fixed degree, particular choices of node labels, etc.)
constitutes "implicitly invoking the underlying principles," I think
that's really a minor matter of interpretation.
