The Learning Research and Development Center at the University of Pittsburgh
(I think) is putting together an oral archive, which may mean they have come
up with a solution to your question.

Does anyone know of a commercially (or otherwise) available
relational database capable of storing sound bytes? And what boards would I
need? Ideally, I'd like a graphics facility too; and Mac would be
preferrable over PC, but not essential. Anyone any ideas - I'd be most
grateful.
