morphologic tagging

Dear colleagues,
We at University of Tartu are tagging the corpus of written
Estonian texts. Our problem is: how to tag morphologically
such expressions as "has already been"? What is better: to tag
"has been" as a form of "be", or "has" as a form of "have" and
"been" as a form of "be"? Why?
